Oppose is The Club For Growth Foundation''s position as it is not the proper role of government to interfere in the private contracting agreements between private parties absent cases of fraud or criminal activity. Such payment arrangements should be made privately, with courts available to solve any breach of contract. Furthermore, this bill fails to account for the fact that property owners are already incentivized to make timely payments to contractors in order to avoid construction delays.

Hiking Business Costs through a New Labor Mandate Forcing the Hiring of a Certain Percentages of Apprentices and Other Employment Quotas.

This bill, the Protect Ohio Workers Act, requires contractors and subcontractors who perform construction services at certain facilities that emit air pollutants, such as factories, refineries, and power plants, to use certain percentages of workers. Beginning in 2024, at least 65% of employees must be "class A skilled Journeypersons, apprentices, or both". In 2025, this increases to 80%. A "class A skilled Journeyperson" is an individual who graduated from an apprentice program and completed a 30-hour "safety and health hazard recognition and prevention" training course. Oppose is The Club For Growth Foundation''s position as businesses are already significantly burdened by a litany of federal and state mandates. It is not the proper role of government to mandate labor hiring practices or interfere in private contracting arrangements.
