HB 1002 (3rd Special Session)House 20241x

Expanding Economic Growth by Reducing Income Tax Rates by .25%.

With DEMs
This bill reduces the state''s income tax rates for each income bracket by .25% for single and married filers, beginning in 2023. Support is the ACI’s position based on the cornerstone of Liberty. Lower rates of taxation spur investment, hiring and economic growth. The tax code should be structured in a simple and broadly applied manner with rates as low as possible for everyone. ACI opposes tax hikes and cronyism within the tax code that provides select individuals, businesses or industries with special benefits or carve outs at the expense of the rest of the population.
HB 1105House 20241x

Protecting the State''s Proposition Process from Abuse by Extending the Timeframe for Certain Protests to Citizen-Led Initiatives.

With DEMs
This bill extends, from 10 business days to 90 days, the timeframe in which citizens may protest a citizen-led petition to enact a law or constitutional amendment on the grounds that it is unconstitutional. This timeframe also applies to challenges to the Secretary of State''s count of the required signatures. This measure helps protect the citizen-led proposition process from abuse by special interests and other groups that seek to grow the size and scope of government. Support is the Limited Government Position.
HB 1449House 20241x

Reducing Frivolous Litigation Under State Non-Discrimination Law by Clarifying the Definition of "Sex" as One''s Biological Sex at Birth.

With DEMs
This bill, the "Women''s Bill of Rights," establishes a legal definition of "sex" for use in statutes and state code. The bill defines "sex" as "a natural person''s biological sex at birth." The bill provides that the state and local governments "shall not be prohibited from establishing distinctions between sexes when such distinctions are substantially related to an important government objective," such as "biology, privacy, safety, or fairness." All individuals - regardless of their sexual identity - should be treated with respect and have the same freedoms, rights and opportunities under the law. This bill helps strengthen safety and privacy in restrooms and locker rooms at educational facilities, prisons and other locations across the state. Support is the ACI’s position based on the cornerstone of Faith. The US Constitution affords all people equal protection under the law, not extra protection. ACI opposes gender policies that provide unequal rights or protections, unfair competition in sports, or allow irreversible sex changes of minors who have not reached the age of consent. ACI is opposed gender affirming care for minors.
HB 1712 (Veto Override)House 20241x

Increasing Health Insurance Premiums by Mandating Policies Provide Coverage for Durable Medical Equipment.

Against DEMs
This motion overrides the Governor''s veto of a bill that prohibits health benefit plans or networks from refusing to provide coverage for prescribed durable medical equipment and supplies," which includes items such as wheelchairs and oxygen systems. This includes healthcare providers who are in-network or out-of-network, unless an in-network provider is available within 15 miles. Out-of-network providers must also be reimbursed at the same rate as in-network providers. Each and every health insurance mandate prevents an individual from selecting a plan with just basic or customized coverages to fit their specific needs. As a result, health insurers are forced to only offer costly plans loaded with coverages that most individuals do not need. This can result in lower-income or younger individuals choosing to purchase no insurance plan at all due to the high cost. Oppose is the ACI’s position based on the cornerstone of Life. Americans deserve a patient-centered healthcare system that empowers individuals to take control of their health decisions without onerous government regulations that drive up the cost of care. ACI supports healthcare policies that focus on protecting the unborn and vulnerable at all stage of life, while ensuring women and families have alternative to abortion, better medical care, and ethical healthcare options.
HB 2724 (House Version)House 20241x

Paving the Way for Additional Regulations and Spending on Affordable Housing Initiatives.

Against DEMs
This bill establishes the Oklahoma Affordable Housing Commission "to promote a condition in which suitable housing is available to as many persons as possible." The bill establishes the Oklahoma Affordable Housing Commission Revolving Fund to be used by the commission, in part, for an initial comprehensive Oklahoma Affordable Housing environmental scan and needs assessment, a comprehensive Oklahoma Affordable Housing annual report and action plan, and to make recommendations to the Legislature on abatement and exemption incentives to "support the development of more affordable housing." Instead of growing government and central planning, lawmakers should empower the free market to make housing truly "affordable" by reducing stringent zoning regulations which significantly drive-up housing costs. Oppose is the ACI’s position based on the cornerstone of Liberty. Excessive government spending and the increasing national debt are a serious threat to America’s stability and is an unjust burden on future generations of Americans. The enormous national debt weakens the US economy and makes the country vulnerable to foreign adversaries such as China, which currently holds significant US debt. ACI strongly supports fiscal responsibility in government spending, reducing the size of the government, and overall spending cuts.
HB 2730House 20241x

Strengthening Government Transparency and Accountability by Requiring the Reason be Provided if a Public Records Request Will Exceed 10 Business Days.

With DEMs
This bill amends the Oklahoma Open Records Act by requiring that if a public records request is not able to be completed within 10 days, the requesting person must be provided with the reason and an estimated completion date, which must be "within a reasonable time." Support is the ACI’s position based on the cornerstone of Liberty. ACI supports strengthening transparency to combat government overreach and growth. Government transparency helps reduce corruption, strengthen accountability, and ensure government is accountable to the people. ACI supports a limited government agenda that cuts unnecessary red tape, fosters competition, drives economic growth, and empowers individuals.
HB 2872House 20241x

Hiking Health Insurance Premiums by Establishing Minimum Reimbursement Rates for Out-of-Network Ambulance Services and Restricting Cost Sharing.

Against DEMs
This bill, the "Out-of-Network Ambulance Service Provider Act," sets minimum allowable reimbursement rates for out-of-network ambulance services under health care benefit plans. Under the bill, the rate is to be set by localities. If a locality does not establish a minimum rate, the rate is equal to 325% of the Medicare rate, or the amount charged by the ambulance service, whichever is less. Additionally, the bill imposes price controls, providing that any cost sharing, such as a deductible, coinsurance, or copayment, may not be greater than for in-network ambulance services.
HB 2891House 20241x

Fueling Out-of-Control Spending Through $80 Million for Science and Math Facilities at the University of Oklahoma.

Against DEMs
This bill allows the Oklahoma Capitol Improvement Authority to use $80 million for "the University of Oklahoma to construct, refurbish, or expand teaching and research laboratories and facilities for chemistry, biosciences, science, technology, engineering, and mathematics degrees." While it is a necessary role for government to provide quality K-12 education - ideally through school choice - college and university-level education should be funded through user fees (i.e. tuition) by those who wish to pursue their selected career path. These enormous costs should not be imposed on individuals who elect to pursue activities other than higher education, such as those who start their own businesses or work in the trades. The state must instead pursue every available avenue to rein in its out-of-control spending, which, when coupled with the over $185 trillion in federal liabilities, represents the greatest existential threat facing this country.
HB 2895House 20241x

Fueling Out-of-Control Spending Through $27.5 Million for the Oklahoma State Bureau of Investigation Headquarters.

Against DEMs
This bill allows the Oklahoma Capitol Improvement Authority to use $27.5 million for "the Oklahoma State Bureau of Investigation to construct, refurbish, or expand the Oklahoma State Bureau of Investigation headquarters and related facilities." While ensuring public safety serves as an essential component of government, this bill represents out-of-control spending. The state must pursue every available avenue to rein in its out-of-control spending, which, when coupled with the over $185 trillion in federal liabilities, represents the greatest existential threat facing this country. Oppose is the Limited Government Position.
HB 2896House 20241x

Fueling Out-of-Control Spending Through $74 Million for a Public Safety Training Center.

Against DEMs
This bill allows the Oklahoma Capitol Improvement Authority to use $74 million for "Department of Public Safety to further the construction of a centralized training center and related facilities" for the Department of Public Safety. While ensuring public safety serves as an essential component of government, this bill represents out-of-control spending. The state must pursue every available avenue to rein in its out-of-control spending, which, when coupled with the over $185 trillion in federal liabilities, represents the greatest existential threat facing this country. Oppose is the Limited Government Position.
HB 2975House 20241x

Increasing Food Freedom and Protecting Privacy of Homemade Food Producers Through an Optional Alternative to Listing Personal Information on Product Labels.

With DEMs
This bill allows homemade food producers the option of listing a registration number on product labels instead of their name, phone number, and the address where the product was made. The registration number requires a fee of $15 annually. Support is the ACI’s position based on the cornerstone of Liberty. Excessive government control stifles innovation, burdens businesses, and restricts individual liberty. Overregulation empowers government bureaucrats at the expense of free enterprise. ACI supports a limited government agenda that cuts unnecessary red tape, fosters competition, drives economic growth, and empowers individuals.
HB 3013House 20241x

Protecting Life by Creating the Felony Offense of Trafficking in an Abortion-Inducing Drug.

With DEMs
This bill creates the offense of "trafficking in an abortion-inducing drug," which includes delivering or intending to deliver abortion drugs to a person "to cause an unlawful abortion." Under the bill, violations are a felony and punishable by up to 10 years in prison and/or a fine of up to $100,000. Support is the ACI’s position based on the cornerstone of Life. ACI supports pro-life solutions that acknowledges life begins at conception, that individuals are created in the image of God, and have inherent dignity regardless of development or ability. Therefore, we oppose laws that support abortion, including the use of medical abortion drugs. ACI is committed to supporting a culture of life in the United States. We support policies and community solutions that ensure families do not feel forced to choose abortion due to financial hardship or lack of support. ACI supports returning abortion law to the states as a step towards ensuring unborn children receive legal protection under the Constitution.
HB 3015House 20241x

Reducing Employment Barriers for Social Workers by Reducing an Unnecessary Experience Mandate for Licensure.

With DEMs
This bill reduces the post-graduate experience requirement to be licensed as a social worker, from 2 years of full-time experience to 3,000 hours. This bill serves as a step in the right direction to reducing unnecessary employment barriers. Ultimately, the private sector, via certifications, rating systems, and the free market, is much better equipped to provide consumer protection while also ensuring competition and low consumer costs. Most government licensing entities are overly restrictive and are largely advocated by special interests seeking to restrict competition in the marketplace. Support is the Limited Government Position.
HB 3071 (House Version)House 20241x

Discouraging Illegal Immigration by Prohibiting Public Funds from Being Used to Provide Benefits for Unlawful Immigrants.

With DEMs
This bill prohibits state funds from being used to provide benefits for illegal immigrants. The bill contains certain exceptions, such as for "Incarceration of a person or transportation of a person to an out-of-state destination," domestic violence and human trafficking investigations, and K-12 education. Support is the ACI’s position based on the cornerstone of Community. The Left’s promotion of an open-border immigration system places an immense drain on U.S. infrastructure and taxpayer resources ranging from welfare to the education system, while also creating serious law enforcement and national security issues. ACI supports the rule of law including strong border security and the enforcement of federal immigration law. ACI supports the cooperation between law enforcement jurisdictions which creates safer communities.
HB 3159House 20241x

Strengthening Property Rights by Providing Property Owners the First Opportunity to Purchase Back Their Property Seized by Eminent Domain.

With DEMs
This bill amends the Landowner''s Bill of Rights to include the right of first refusal or first offer to purchase property that was seized by the state through eminent domain, if the government later sells the property. Under the bill, a property owner whose property was seized, and their "first generation of heirs," may purchase the property at the current value or the compensation paid when the property was seized, whichever is less. Support is the ACI’s position based on the cornerstone of Liberty. Excessive government control stifles innovation, burdens businesses, and restricts individual liberty. The abuse of eminent domain infringes private property rights in favor of government interests.
HB 3194House 20241x

Expanding Government Overreach by Mandating Flow Meters on All Water Wells.

Against DEMs
This bill requires the Oklahoma Water Resources Board to mandate that all water wells that require a permit have "water well flow meters or an alternative measuring system." Previously, the board was allowed to require water meters if requested by a majority of the property owners in a basin or subbasin. Oppose is the Limited Government Position.
HB 3571House 20241x

The bill also declares the right "to participate in home digital asset mining" and to operate "a digital asset mining business" in industrial-zoned areas. Local governments may not impose sound pollution restrictions that do not apply generally, and may not "impose any other requirements" that do not also apply to data centers. The bill also contains other protections related to digital assets, such as ensuring a money transmitter license is not required.
HB 3694House 20241x

Strengthening Law and Order by Reducing the Felony Threshold for Shoplifting.

With DEMs
This bill reduces the value threshold of merchandise stolen from stores to be considered a felony, from $1,000 to $500. Support is the ACI’s position based on the cornerstone of Community. The Left has waged war on the law enforcement community in recent years. As a result, law enforcement entities nationwide have been severely diminished. Americans lack confidence in the justice system at both the federal and state and local level. ACI believes that public safety is best achieved through upholding the rule of law, support for strong law enforcement policies, and practical solutions that benefit communities.
HB 3782House 20241x

Strengthening Public Safety by Establishing a Rebuttable Presumption Against Bail for Violent Offenses Committed While on Bond.

With DEMs
This bill establishes a rebuttable presumption against bail for individuals who are arrested for committing a "violent crime," such as murder, kidnapping, or child abuse, while already released on bond for another "violent offense." As ensuring public safety is an important role of government. Support is the ACI’s position based on the cornerstone of Community. The Left has waged war on the law enforcement community in recent years. As a result, law enforcement entities nationwide have been severely diminished. With DEMs
This bill expands the scope of "False making or embossing of credit or debit card" and includes gift cards by including a "similar card containing a magnetic strip capable of storing data." Additionally, the bill provides that possessing at least three cards "containing cloned or altered data" creates a rebuttable presumption of "intent to defraud." The bill provides that possession of five or fewer cards is punishable by 2-5 years in prison and/or a fine of up to $5,000, with increased penalties for possession of 6-20 cards (5-10 years in prison and/or a fine of up to $10,000) or 20 or more cards (10-20 years in prison and/or a fine of up to $100,000). Support is the ACI’s position based on the cornerstone of Community. The Left has waged war on the law enforcement community in recent years. Against DEMs

Such counties may impose a sales tax of up to 0.75% to be used for these purposes, if approved by voters. Lawmakers should not further expand the size and scope of government to engage in "economic development". Oppose is the ACI’s position based on the cornerstone of Liberty.

The bill also provides that it is a felony for an alien who has been denied entry into the U.S. or deported to enter the state, unless certain criteria apply. The bill also prohibits preauthorization requirements for such coverage. The bill does contain a provision allowing religious employers to submit an exemption request. However, each and every health insurance mandate prevents an individual from selecting a plan with just basic or customized coverages to fit their specific needs. As a result, health insurers are forced to only offer costly plans loaded with coverages that most individuals do not need. This can result in lower-income or younger individuals choosing to purchase no insurance plan at all due to the high cost. Oppose is the ACI’s position based on the cornerstone of Life. These changes are effective until July 1, 2027. According to the bill''s fiscal note, this is estimated to increase state unfunded liabilities by $147 million. ACI believes that public safety is best achieved through upholding the rule of law, support for strong law enforcement policies, and practical solutions that benefit communities.

SB 538House 20241x

Protecting Life by Expanding Pro-Life Grants Under the "Choosing Childbirth Act".

With DEMs
This bill amends the "Choosing Childbirth Act," which provides funds to a "grant-supervising entity" that provides grants to organizations for pro-life services, such as healthcare services for women and infants. This bill allows the Department of Health to now also provide grants "both directly to the private organizations and to one or more grant-supervising entities." The bill also expands the eligible uses of grant funds to include additional services, such as ultrasounds and mental healthcare, and provides that postpartum services to reduce mortality rates extend for 3 years postpartum.
SB 859House 20241x

Strengthening Public Safety by Increasing Penalties for Theft of a Firearm and Other Grand Larceny.

With DEMs
This bill increases the maximum penalties for grand larceny of a firearm, property "taken from the person of another," and if property has a value of between $1,000-$2,499. Under the bill, the maximum sentence is increased to 5 years in prison and/or a fine of up to $2,500 (previously up to 2 years in prison and/or a fine of up to $1,000).

Competing With the Private Lending Industry Through a Constitutional Amendment Authorizing "Public Infrastructure Districts".

Against DEMs
This resolution proposes an amendment to the state constitution to allow the creation of local "public infrastructure districts." Under the amendment, municipalities could create districts and issue bonds (debt) to finance the "public improvements," which are then repaid through an additional assessment on their property. All property owners must agree in order to create a district.
HB 1600House 20241x

Expanding Cronyism Through a Sales Tax Exemption for Digital Asset Mining Equipment.

Neutral
This bill exempts "sales of machinery and equipment" that are "used for commercial mining of digital assets" (i.e., Bitcoin and other digital currencies) from the state''s sales tax through 2029. To be eligible, the equipment must be used "in a colocation facility" and the facility must have "entered into a load reduction agreement" with the electricity provider to reduce usage during certain situations, such as inclement weather. Oppose is the ACI’s position based on the cornerstone of Liberty.
HB 2330House 20241x

Expanding Access to Mental Healthcare by Slightly Reforming the State''s Draconian Certificate of Need Laws.

Neutral
This bill repeals the certificate of need requirement for psychiatric and chemical dependency facilities, which prohibited any "psychiatric or chemical dependency facility or unit" unless a certificate was issued. Certificate of need laws prevent individuals from opening or expanding healthcare facilities unless they can prove to the government there is a "need" for the expansion and additional competition. Support is the ACI’s position based on the cornerstone of Life.
HB 3002House 20241x

Therefore, we oppose laws that support abortion, including the use of medical abortion drugs. ACI is committed to supporting a culture of life in the United States. We support policies and community solutions that ensure families do not feel forced to choose abortion due to financial hardship or lack of support. HB 3351House 20241x

Growing Cronyism and Central Planning Through an Income Tax Credit for Medical Professionals who Provide Training Services.

Neutral
This bill establishes a "preceptorship training" income tax credit, granted to medical professionals who provide training for medical students, through 2035. The credit may be claimed for up to 10 training rotations annually, and the amount of the credit for medical students and residents is $290 for the first three training rotations, then $590, and for APRNs and physician assistants is $165 for the first three training rotations, then $340. The tax credits are paid for using funds from licensure fees. Oppose is the ACI’s position based on the cornerstone of Liberty.
HB 3388House 20241x

Strengthening School Choice by Exempting School Choice Tax Credits from Income Tax Liability.

Neutral
This bill contains several provisions related to the Oklahoma Parental Choice Tax Credit Act. Most notably, the bill provides that tax credits received under that act are exempt from income taxes. Under that act, parents may receive tax credits for certain educational expenses for their child, such as tuition and fees to attend a private school. Support is the ACI’s position based on the cornerstone of Community. Education is fundamental to upward mobility and overall success. ACI supports school choice policies (including charter schools, vouchers, education savings accounts, and homeschooling) and that parents should have the right to choose the best educational solution for their children.
HB 3428House 20241x

Reducing Overreaching and Costly Regulations on Tattoo and Body Piercing Businesses.

Neutral
This bill reduces regulations on tattoo and body piercing businesses. Under the bill, businesses are no longer required to have a $100,000 surety bond on file with the Secretary of State. The bill also eliminates the prohibition on tattoo and body piercing businesses within 1,000 feet of churches, schools, and playgrounds. Finally, requirements for public notice of license applications and renewals are reduced. Previously, tattoo and body piercing businesses were required to publish a notice in a newspaper each week for three weeks for license applications or renewals. Under this bill, this requirement no longer applies to license renewals at the same location, and the requirement is reduced to one week. Support is the Limited Government Position.
HB 3449House 20241x

Expanding Cronyism and Government Central Planning Through a New Behavioral Health Workforce Development Fund.

Neutral
This bill establishes the University Hospitals Authority Behavioral Health Workforce Development Fund "to provide for behavioral health workforce development and access to behavioral health professionals." This includes facility renovations, "mental health nursing scholarships," "private-sector workforce innovation grants," and other uses. The bill also expands the Oklahoma State University Medical Authority Behavioral Health Workforce Development Fund to include additional uses. College and university-level education should be funded through user fees (i.e., tuition) by those who wish to pursue their selected career path. These enormous costs should not be imposed on individuals who elect to pursue activities other than higher education, such as those who start their own businesses or work in the trades. Furthermore, the private sector is best equipped to advanced workforce development. Lawmakers should instead repeal overly restrictive licensing regulations that merely serve to limit competition in the workplace. Oppose is the Limited Government Position.
