This bill creates the offense of "impermissible occupation," which applies "if the person is an alien and willfully and without permission enters and remains in the State of Oklahoma without having first obtained legal authorization to enter the United States." Under the bill, a first offense is a misdemeanor punishable by up to 1 year in jail and/or a fine of up to $500. A second or subsequent offense, or if committed during another crime, is a felony punishable by up to 2 years in prison and/or a fine of up to $1,000. Additionally, "the person shall be required to leave the state within seventy-two (72) hours following his or her conviction or release from custody, whichever comes later." Strengthening Law and Order by Creating the Offense of Organized Retail Crime and Extending the Timeframe for Combining Multiple Retail Theft Offenses.

Under the bill, this applies if two or more conditions are met, such as "The property is taken for resale," "Such property is taken by two or more persons acting jointly," and "The persons taking such property have a means of getaway to evade capture or arrest." This bill amends the state''s college athlete name, image, and likeness (NIL) laws. Specifically, the bill eliminates the prohibition on athlete "compensation in exchange for his or her athletic performance or participation in intercollegiate athletics or sports competition." Existing law limited the length of name, image, and likeness contracts signed while the athlete is at the college or university.
