Against DEMs
This bill prevents manufacturers of 340B-covered drugs from prohibiting or restricting the acquisition or delivery of 340B-covered drugs to pharmacies contracted with certain entities, such as community health centers. Under the federal 340B program, certain manufacturers are forced to provide a certain amount of their drugs at below market rates. This measure further grows government interference in the marketplace and enriches pharmacies by extorting drug manufacturers.
HB 1117Senate 20241x

Weakening Property Rights by Establishing Rebuttable Presumptions Favoring Tenant Non-Payment.

Against DEMs
This bill, the "Tenant Safety Act of 2024," allows tenants to pay rent into escrow instead of the landlord and/or refuse to pay rent and claim an affirmative defense, if the tenant alleges the landlord has failed to make serious repairs. The bill also requires a position for a new "governance program" to ensure Environmental, Social, and Governance (ESG) factors are considered in state investments and to evaluate the diversity of investment managers. Oppose is the ACI position based on the cornerstone of Faith. The US Constitution affords all people equal protection under the law, not extra protection. ACI opposes discriminatory policies that provide unequal rights or protections on the basis of identity politics.

HB 1339Senate 20241x

Hiking Health Insurance Premiums by Mandating All Policies Provide Coverage for Hearing Aids.

Against DEMs
This bill requires all health insurance policies offered in the state to provide coverage for adults for hearing aids prescribed and provided by a licensed audiologist. The bill allows insurance companies to limit benefits to $1,400 per 36 months for each hearing aid, per ear. Each and every health insurance mandate or price control on co-payments prevents an individual from selecting a plan with just basic or customized coverages to fit their specific needs. As a result, health insurers are forced to only offer costly plans loaded with coverages that most individuals do not need. Oppose is the ACI position based on the cornerstone of Life. Americans deserve a patient-centered healthcare system that empowers individuals to take control of their health decisions without onerous government regulations that drive up the cost of care. ACI supports healthcare policies that focus on protecting the unborn and vulnerable at all stage of life, while ensuring women and families have alternative to abortion, better medical care, and ethical healthcare options.

The bill protects staff who intervene in a reasonably prudent manner and whose actions are not grossly negligent, willful, wanton, or intentionally tortious conduct. Support is the ACI position based on the cornerstone of Community. Education is fundamental to upward mobility and overall success. ACI supports policies strengthening school safety, as well as school choice (including charter schools, vouchers, education savings accounts, and homeschooling) and that parents should have the right to choose the best educational solution for their children.

HB 139Senate 20241x

Driving Up Rental Housing Costs by Expanding Utility Notification Mandates on Landlords.

This bill mandates that landlords who require tenants to make payments for water, sewer, gas, or electric utilities must notify tenants through a written lease of responsibility to pay utilities. The bill also requires landlords to either provide a copy of the utility bill to the tenant or notify the tenant in writing of total utility costs billed to the landlord in the immediately preceding year. Oppose is the ACI position based on the cornerstone of Community. Limited housing supply has driven up the cost of housing in the United States and is impacting people’s ability to achieve the American Dream. ACI supports lowering housing costs by cutting excessive zoning regulations – particularly at the local level – as well as reducing regulatory burdens and promoting innovative technology.

Additionally, individuals within the private sector should be free to exercise their Constitutional rights, including freedom of association, freedom of speech and religious freedom. This bill will open new avenues of frivolous litigation that may be advanced by deviant plaintiffs'' attorneys. Oppose is the ACI position based on the cornerstone of Faith. Among the required investments in the Pimlico facility are affordable housing and "community beautification." Oppose is the ACI position based on the cornerstone of Liberty. Excessive government spending and the increasing national debt are a serious threat to America’s stability and is an unjust burden on future generations of Americans. The enormous national debt weakens the US economy and makes the country vulnerable to foreign adversaries such as China, which currently holds significant US debt. ACI strongly supports fiscal responsibility in government spending, reducing the size of the government, and overall spending cuts.

According to the Maryland union AFSCME Council 3, which supported this measure, the new legislation will apply to over 5,000 supervisors employed by the state. Oppose is the ACI position based on the cornerstone of Liberty.

Under the bill, the state board must conduct periodic reviews of submissions to the portal and either issue corrective information or refer submissions to the state prosecutor. Oppose is the ACI position based on the cornerstone of Liberty. Freedom of speech is the cornerstone to a thriving democracy. When free speech is restricted, it gives way to censorship and authoritarianism. Free speech means protecting this fundamental right even when we disagree. ACI stands against any suppression of speech under the guise of convenience, political correctness, or content moderation by de facto government censors.
HB 367Senate 20241x

This measure merely incentives additional illegal immigrations by providing those who enter the country unlawfully access to taxpayer-funded programs. Oppose is the ACI position based on the cornerstone of Community. The Left’s promotion of an open-border immigration system places an immense drain on U.S. infrastructure and taxpayer resources ranging from welfare to the education system, while also creating serious law enforcement and national security issues. ACI supports the rule of law including strong border security and the enforcement of federal immigration law. Infringing Second Amendment Rights Through an Overreaching Ban on "Auto-Sears".

Against DEMs
This bill expands the definition of "rapid fire trigger activator" to include auto-sears, effectively prohibiting a person from possessing a "switch" or auto-sear in the state. The bill authorizes the Attorney General, county attorneys, and the Baltimore City Solicitor to sue for violations if the conduct was "Unlawful" or "Unreasonable under the totality of the circumstances." This measure is primarily designed to advance a gun-control agenda and drive firearm manufacturers and retailers out of business by subjecting them to frivolous litigation due to their customer''s usage of their products - something they can''t control. Oppose is the ACI position based on the cornerstone of Liberty. The Second Amendment is a fundamental cornerstone of American freedom. ACI condemns efforts to restrict this right as an attack on liberty itself. ACI supports the rights of responsible gun owners and stands against unconstitutional gun control measures.

SB 119Senate 20241x

Establishing a "Sanctuary State" for Gender-Affirming Care.

Against DEMs
This bill establishes Maryland as a sanctuary state for "gender affirming healthcare" by expanding the definition of "Legally protected health care" to include "all gender-affirming treatment" that is legal. This provides additional legal protections, such as limiting cooperation with other states seeking to enforce laws designed to protect children from such procedures, and preventing health occupation boards from suspending or revoking the license of medical professionals who provide such care. Oppose is the ACI position based on the cornerstone of Faith. The US Constitution affords all people equal protection under the law, not extra protection. ACI opposes gender policies that provide unequal rights or protections, unfair competition in sports, or allow irreversible sex changes of minors who have not reached the age of consent. ACI is opposed to gender affirming care for minors.
