HB 33 (Senate Version)Senate 20231x

Advancing an Appropriations Bill Containing Conservative Reforms such as the "The Ohio Education Enhancement Act" and Bans on Collective Bargaining and Diversity Programs.

With DEMs
This bill, the Senate version of the FY 2024-2025 appropriations bill, includes The Ohio Education Enhancement Act, which prohibits public institutions of higher education (colleges and universities) from requiring programs or training on diversity, equity, and inclusion (DEI), as well as providing or requiring training for any employee which conveys that one race is inherently superior to another, or that a person is responsible for past actions of others due to their sex or race. The bill also prohibits asking current faculty or students or prospective job or student applicants to provide a statement on "a given ideology or political stance" or providing an "advantage or disadvantage to faculty, staff, or students on the basis of race, ethnicity, religion, or sex in admissions, hiring, promotion, tenuring, or workplace conditions." Additionally, the bill prohibits public institution of higher education employees from striking. Finally, the bill also prohibits local governments from imposing additional regulations or bans on tobacco and alternative nicotine products. Support is The Club For Growth Foundation''s position as this bill helps combat politicalization and Diversity, Equity and Inclusion (DEI) initiatives across the state''s institutions of higher education.
SB 115Senate 20231x

Worsening Government Overreach Through New Mandates on Contracts Between Insurers and Dentists.

Against DEMs
This bill prohibits contracts between dental insurers and dentists from requiring the dentist accept a certain payment amount for services that are not covered under the insurer''s plan. However, a dentist may choose to accept a certain payment amount. Under the bill, if a dentist does not accept the payment amount, they must post a notice in their office. Oppose is The Club For Growth Foundation''s position as this bill expands government overreach into private contracting agreements. Lawmakers should not further expand the size and scope of the regulatory state to interfere in the free market.
SB 158Senate 20231x

Protecting Taxpayers from "People''s Budgets" which Weaken Government Accountability and Increase Spending.

With DEMs
This bill prohibits municipal charters and ordinances from authorizing "People''s Budgets", which allow municipal legislatures to appropriate money "to instead be distributed or otherwise disbursed by a vote of residents." Existing law requires municipal appropriations to be made by the municipal legislature. This bill follows an effort in Cleveland to implement a "People''s Budget" that would allow individuals as young as 13 to vote on how to spend 2% of the budget (about $14 million). Support is The Club For Growth Foundation''s position as these initiatives weaken government accountability and grow spending and corruption.
SB 30Senate 20231x

Expanding Employment Opportunities by Reducing Restrictions on Working Hours for Minors Under 16.

With DEMs
This bill allows minors under 16 to work between 7 p.m. and 9 p.m. year-round. Previously, minors under 16 could only work past 7 p.m. from June 1st to September 1st. The bill also requires a "minor work hour notification form" to be signed by a parent or guardian in order for a minor to receive an "age and schooling certificate." Support is The Club For Growth Foundation''s position as this measure helps expand employment opportunities for minors by reducing regulatory barriers.
SB 41Senate 20231x

Reducing Bureaucratic Red Tape to Building and Development by Establishing an Expedited Appeals Process for Permitting Decisions.

With DEMs
This bill allows an individual to request an expedited appeal of a building official''s order by a before the state or local board of appeals. If an expedited appeal is requested the board must commence the appeal within one day after the request is made (excluding weekends and holidays) and hold a hearing within five days after receiving the request. The cost for a person to request an expedited appeal is between $500 and $1,000. Support is The Club For Growth Foundation''s position as permitting delays can result in substantial additional costs imposed on builders and property owners. A system of swift oversight of government building officials is necessary as they do not bear any financial cost for their actions. This is especially critical in the permitting process where cases of government overreach run rampant.
SB 54Senate 20231x

Fueling Out-of-Control Spending Through the "New African Immigrants Grant and Gift Fund".

Against DEMs
This bill establishes the "new African immigrants grant and gift fund" to be used by the "new African immigrants commission" for purposes such as to "Secure appropriate recognition of the accomplishments and contributions of sub-Saharan African people to this state", "Stimulate public awareness of the problems of sub-Saharan African people by conducting a program of public education", and "Endeavor to assure that sub-Saharan African people have access to decision-making bodies in all state and local governmental departments and agencies." Oppose is The Club For Growth Foundation''s position as this entity serves as an unnecessary bureaucracy. It is the role and duty of government to treat individuals of every background equally, and taxpayers should not be forced to fund commissions for select interests. Additionally, the state must pursue every available avenue to rein in its out-of-control spending, which, when coupled with the over $185 trillion in federal liabilities, represents the greatest existential threat facing this country.
SB 58Senate 20231x

Protecting Second Amendment Rights by Preventing Liability Insurance Mandates on Firearm Owners.

With DEMs
This bill prohibits requiring a firearm owner to obtain liability insurance for "losses resulting from the use of a firearm owned by the person covered by the policy." The bill also prohibits any fee to possess a firearm, ammunition, or a knife. Support is The Club For Growth Foundation''s position as James Madison and our nation''s other founding fathers understood that the right to keep and bear arms is a crucial individual liberty and protects the citizenry against a tyrannical government. This measure provides an additional layer of protection for individuals to exercise their Second Amendment rights without being unduly restricted by government.
SB 6Senate 20231x

Protecting Taxpayers by Prohibiting ESG (Environmental, Social, and Governance) Considerations in State Investment Strategies.

With DEMs
This bill prohibits the consideration of ESG (environmental, social, and governance) in state investment strategies, including for the state pension systems. Investment strategies based on ESG result in reduced financial returns for taxpayers. Support is The Club For Growth Foundation''s position as all public investment actions should be based on producing the maximum return and value for taxpayers, not advancing political or social agendas.
SB 71Senate 20231x

Strengthening Election Integrity Through Improved Data Management and Transparency.

With DEMs
This bill, the Data Analysis Transparency Archive (DATA) Act, establishes the Office of Data Analytics and Archives within the Office of the Secretary of State to manage voter and election data. The bill specifies the data that must be maintained for each voter in the statewide voter registration database and requires the database to be publicly available online. Additionally, the bill requires the Board of Elections to maintain all used and unused ballots for state elections for at least 81 days (previously 60 days). Support is The Club For Growth Foundation''s position as maintaining strong safeguards against voter fraud is a critical aspect of ensuring free and fair elections.
SB 83Senate 20231x

Reducing Politicalization at State Institutions of Higher Education by Combatting DEI.

With DEMs
This bill, The Ohio Higher Education Enhancement Act, prohibits public institutions of higher education (colleges and universities) from requiring programs or training on diversity, equity, and inclusion (DEI), as well as providing or requiring training for any employee which conveys that one race is inherently superior to another, or that a person is responsible for past actions of others due to their sex or race. The bill also prohibits asking prospective faculty or student applicants to provide a statement on "a given ideology or political stance" or providing an "advantage or disadvantage to faculty, staff, or students on the basis of race, ethnicity, religion, sex, sexual orientation, gender identity, or gender expression in admissions, hiring, promotion, tenuring, or workplace conditions." Additionally, the bill prohibits public institution of higher education employees from striking. Support is The Club For Growth Foundation''s position as this bill helps combat politicalization and Diversity, Equity and Inclusion (DEI) initiatives across the state''s institutions of higher education.
SJR 2Senate 20231x

Protecting the State''s Referendum and Initiative Process from Abuse by Raising the Citizen-led Signature and Vote Threshold.

With DEMs
This resolution amends the state Constitution to require signatures from at least 5% of the electorate in each county for a citizen-led initiative to amend the state Constitution. Current law only requires signatures to be collected from 5% of the electorate residing within 44 of any of the state''s 88 counties. Additionally, any proposed constitutional amendment must be approved by 60% of voters. Current law only requires a majority of voters approve a proposed amendment. Support is The Club For Growth Foundation''s position as this measure helps protect the constitutional amendment process from abuse by special interests and other groups that seek to grow the size and scope of government.
SR 115Senate 20231x

Urging the President and Congress to Rescind New Federal Mortgage Price Adjustments which Harm Responsible Borrowers.

With DEMs
This resolution urges President Biden and Congress "to rescind the new loan-level price adjustments for purchase, rate-term refinance, and cash-out refinance loans" implemented by the Federal Housing Finance Agency (FHFA). According to the resolution, "The new fee structure reduces or eliminates fees for first-time and low-income homebuyers, but would significantly increase fees for borrowers with moderate incomes and higher credit scores." Support is The Club For Growth Foundation''s position as the FHLA''s price changes increase mortgage costs for some borrowers, while lowering costs for others. Furthermore, taxpayer funds should not be placed at risk to guarantee mortgages.
SR 215Senate 20231x

Urging Ohioans to Reject an Effort to Take the Lives of the Unborn Through a Constitutional Amendment Providing a "Right to Make and Carry Out One''s Own Reproductive Decisions".

With DEMs
This resolution urges citizens to vote against a proposed amendment to the state Constitution, "The Right to Reproductive Freedom with Protections for Health and Safety" (Issue 1). The proposed amendment provides, in part, that "every individual has a right to make and carry out one''s own reproductive decisions." Support is The Club For Growth Foundation''s position as all abortions are tragedies and every child deserves the right to life.
HB 187 (Senate Version)Senate 20231x

Increasing Property Tax Burdens Through Expansion of Property Tax Reductions for Certain Older Individuals which Merely Shifts Burdens onto other Property Owners.

Neutral
This bill, known as the Ohio Homeowners Relief Act, contains several provisions related to property taxes. The bill expands eligibility for property tax and manufactured home tax reductions for three years for individuals who are disabled or 65 or older, or their surviving spouse. Oppose is The Club For Growth Foundation''s position as, while the intent of this bill is noble, all state and local tax codes should be constructed in a broadly applied manner with the lowest rates possible for everyone. Providing a property tax reduction for one set of individuals inevitably results in tax burdens being shifted to other property owners not favored by government.
HB 68Senate 20231x

Protecting Children Under 18 from Sex-Reassignment Surgeries and Ensuring Fair Competition in School Sport Leagues by Prohibiting Biological Males from Competing in Female Competitions.

Neutral
This bill enacts the Saving Ohio Adolescents from Experimentation (SAFE) Act and the Save Women''s Sports Act. The SAFE Act prohibits children under 18 years of age from receiving sex-reassignment procedures or puberty blockers until they reach the age of consent and prohibits Medicaid (government-provided healthcare) from covering such services for minors. The Save Women''s Sports Act requires schools to designate athletic teams as either male, female, or co-ed. The bill defines "sex" as the biological distinction between male and female based on reproductive biology and genetic make-up and requires all participants of a female team to be of the same sex. Finally, the bill prohibits courts from denying or limiting "a parents'' parental rights and responsibilities or parenting time" because the parent chooses to "raise the child in a manner consistent with the child''s biological sex" or does not consent to the child receiving gender transition services or counseling to affirm the child''s gender dysphoria. Support is The Club For Growth Foundation''s position as it is a role of government to protect children from abuse and physical harm. Irreversible decisions such as sex-reassignments should not be made until an individual reaches the age of consent. Additionally, this measure protects the competitiveness of women''s sports by ensuring females are not forced to compete against biological men. This requirement represents one of many restrictions (including height, weight, and age requirements) to ensure fair competition between public and private schools competing across the state. Furthermore, strong parental rights are a critical element of a free society.
SB 144Senate 20231x

Expanding Access to Healthcare and Lowering Costs by Expanding the Ability of Pharmacists to Administer Vaccinations.

Neutral
This bill expands the ability of pharmacists to administer vaccines. Under the bill, pharmacists and pharmacy interns may administer any vaccines to individuals 5 or older. Previously, they could only administer vaccines to individuals 7 or older and were limited to only influenza and COVID-19 vaccines for individuals under 13, unless prescribed. Finally, the bill allows pharmacy technicians to administer vaccines, as well. Support is The Club For Growth Foundation''s position as this measure increases access to healthcare by expanding the ability of pharmacists to provide vaccinations.
SB 168Senate 20231x

Reducing Teacher Shortages by Authorizing School Districts to Hire Unlicensed Teachers who Meet Certain Requirements.

Neutral
This bill contains several provisions generally deregulating the public K-12 education system. Most notably, the bill allows school districts to hire unlicensed teachers if they hold a master''s degree and pass an examination. The bill also allows school districts to establish their own teacher evaluation frameworks, rather than using the framework established by the state Board of Education. Finally, degree requirements for certain licenses are also reduced. Support is The Club For Growth Foundation''s position as this bill helps reduce teacher shortages by providing licensing flexibility for schools to fill vacant teacher positions.
SB 91Senate 20231x

Strengthening Government Integrity by Requiring State and Local Officials to Report Fraud, Theft, and Misuse of Public Funds.

Neutral
This bill requires state officials and employees, agency appointees, and elected officials to report "fraud, theft in office, or the misuse or misappropriation of public money." This also applies to local elected officials and certain local employees, appointees, and individuals with "a fiduciary duty to a local public office." Support is The Club For Growth Foundation''s position as this measure aims to increase government integrity by helping prevent bribery, embezzlement, and similar offenses that cost taxpayers and erode public trust.
