With DEMs

The bill contains exceptions for possession of a firearm in a private residence or vehicle, or if the person has a concealed carry permit. Additionally, the bill prohibits firearms within 100 feet of locations where absentee ballots are being counted. Oppose is the ACI position based on the cornerstone of Liberty. The Second Amendment is a fundamental cornerstone of American freedom. ACI condemns efforts to restrict this right as an attack on liberty itself. ACI supports the rights of responsible gun owners and stands against unconstitutional gun control measures.
HB 4177Senate 20241x

Driving Up Property Taxes by Allowing Counties to Impose New Taxes to Fund History Museums.

With DEMs
This bill, the "History Museum Authorities Act," allows counties to establish a "history museum authority" which may impose a property tax of up to 0.2 mills for up to 10 years, if approved by voters, with the revenue used for history museums in the city of Detroit. Oppose is the ACI position based on the cornerstone of Liberty. Lower rates of taxation spur investment, hiring and economic growth. The tax code should be structured in a simple and broadly applied manner with rates as low as possible for everyone. ACI opposes tax hikes and cronyism within the tax code that provides select individuals, businesses or industries with special benefits or carve outs at the expense of the rest of the population.
HB 4384Senate 20241x

Threatening Public Safety and Advancing Unequal Justice Under the Law by Allowing Sentences to be Adjusted Based on Factors Including "Blameworthiness".

Against DEMs
This bill directs the Michigan Sentencing Commission to recommend certain "modifications to the sentencing guidelines." Among the requirements are that the recommendations "Reduce sentencing disparities based on factors other than offense characteristics" and include "recommended intermediate sanctions," such as probation, for offenses where the maximum recommended sentence is 18 months or less. Finally, the bill requires the "Modifications to sentencing guidelines" to "reflect" certain policies, such as "To eliminate inequities in sentencing" and basing sentences on factors such as "the blameworthiness of an offender." Oppose is the ACI position based on the cornerstone of Community. The Left has waged war on the law enforcement community in recent years. As a result, law enforcement entities nationwide have been severely diminished. Americans lack confidence in the justice system at both the federal and state and local level. ACI believes that public safety is best achieved through upholding the rule of law, support for strong law enforcement policies, and practical solutions that benefit communities.
HB 4608Senate 20241x

Increasing Employment Barriers and Reducing Competition by Forcing Dietician Nutritionists to Obtain a License.

With DEMs
This bill requires anyone who provides "medical nutrition therapy" in the state to become licensed, pay an application fee and an annual license fee, hold at least a bachelor''s degree, complete a national program, complete 1,000 hours of supervised practice, and pass a national examination. The bill also requires continuing education to renew a license. This bill increases unnecessary employment barriers. Ultimately, the private sector, via certifications, rating systems, and the free market, is much better equipped to provide consumer protection while also ensuring competition and low consumer costs. Most government licensing entities are overly restrictive and are largely advocated by special interests seeking to restrict competition in the marketplace. Oppose is the ACI position based on the cornerstone of Liberty. Excessive government control stifles innovation, burdens businesses, and restricts individual liberty. Overregulation of occupational licensing restricts employment opportunities and empowers government bureaucrats at the expense of free enterprise. ACI supports a limited government agenda that cuts unnecessary red tape, fosters competition, drives economic growth, and empowers individuals.
HB 4718Senate 20241x

Eroding Due Process Through Unequal Application of the Law by Undermining Defendant''s Ability to Present Evidence in Cases Involving LGBTQ Victims.

Against DEMs

Additionally, the bill prohibits courts from allowing the introduction of evidence related to this information for purposes of demonstrating "reasonable provocation," "that an act was committed in a heat of passion," or "To support a defense of reduced mental capacity." Oppose is the ACI position based on the cornerstone of Faith. The US Constitution affords all people equal protection under the law, not extra protection. ACI opposes discriminatory policies that provide unequal rights or protections on the basis of identity politics.
HB 4842Senate 20241x

Reducing Fiscal Accountability by Eliminating 5 Year Maturity Requirement for All Bonds (Debt) Issued by the State Building Authority.

Against DEMs
This bill eliminates the requirement that bonds (debt) and other obligations issued by the State Building Authority mature within 5 years. Instead, the obligations may remain outstanding "for a duration permitted under tax rules and laws." According to the bill''s fiscal note, "The authority is allowed to issue revenue obligations for various purposes, such as acquiring or constructing buildings, up to an aggregate principal amount of $2.7 billion."
HB 4906Senate 20241x

Extending a Crony Sales Tax Exemption for Data Centers for an Additional 15 Years Through 2050.

With DEMs
This bill continues a sales tax exemption for "data center equipment" for an additional 15 years, through 2050. If the property is located in a brownfield area or was previously "an industrial site used primarily as a power plant to generate electricity for sale," then the tax exemption continues through 2065.
HB 5032Senate 20241x

Placing Taxpayer Funds at Greater Risk by Raising the Maximum Loan Amount that the State Housing Development Authority Can Issue for "Affordable Housing."

With DEMs
This bill increases the maximum loan amount the Michigan State Housing Development Authority may issue to "90% of the average area purchase price applicable to the housing unit." Previously, the amount was fixed based on the number of family units included. Additionally, the bill allows an additional $10,000 (previously $3,500) "For unexpected cost increases during construction or improvements to adapt new or existing property for use by disabled individuals." Oppose is the ACI position based on the cornerstone of Community. Limited housing supply has driven up the cost of housing in the United States and is impacting people’s ability to achieve the American Dream. ACI supports lowering housing costs by cutting excessive zoning regulations – particularly at the local level – as well as reducing regulatory burdens and promoting innovative technology.
HB 5100Senate 20241x

Worsening Cronyism and Government Central Planning Through a New Tax Credit for Businesses for Research and Development Expenses.

With DEMs

The bill provides for a fine of up to $10,000 for violations. Additionally, the bill requires the department to establish an online registry of companies that provide such notice, as well as details about the number of employees and where the call center is relocating to. Oppose is the ACI position based on the cornerstone of Liberty. Excessive government control stifles innovation, burdens businesses, and restricts individual liberty. Overregulation empowers government bureaucrats at the expense of free enterprise. ACI supports a limited government agenda that cuts unnecessary red tape, fosters competition, drives economic growth, and empowers individuals.

Growing Government Dependency by Expanding Medicaid to Cover Fitted Blood Pressure Monitors During and After Pregnancy.

Against DEMs
This bill provides that individuals who are pregnant or postpartum are eligible for Medicaid coverage for "a blood pressure monitor designed for use during pregnancy and fitted to the individual." Oppose is the ACI position based on the cornerstone of Life. Americans deserve a patient-centered healthcare system that empowers individuals to take control of their health decisions without onerous government regulations that drive up the cost of care. ACI supports healthcare policies that focus on protecting the unborn and vulnerable at all stage of life, while ensuring women and families have alternatives to abortion, better medical care, and ethical healthcare options.
HB 5168Senate 20241x

Hiking Health Insurance Premiums by Mandating Insurers Provide Coverage for Blood Pressure Monitors During and After Pregnancy.

Against DEMs
This bill requires all health insurance policies offered in the state to provide coverage for blood pressure monitors for individuals who are pregnant or postpartum. Each and every health insurance mandate or price control on co-payments prevents an individual from selecting a plan with just basic or customized coverages to fit their specific needs. As a result, health insurers are forced to only offer costly plans loaded with coverages that most individuals do not need. This can result in lower-income or younger individuals choosing to purchase no insurance plan at all due to the high cost.
HB 5169Senate 20241x

Against DEMs

The bill also allows the Department of Health and Human Services to "develop a tool to be used" for such screenings. Oppose is the ACI position based on the cornerstone of Life.

Oppose is the ACI position based on the cornerstone of Community. Education is fundamental to upward mobility and overall success. ACI supports school choice policies (including charter schools, vouchers, education savings accounts, and homeschooling) and that parents should have the right to choose the best educational solution for their children.
HB 5269Senate 20241x

Weakening School Choice by Imposing Unnecessary Regulations Requiring Charter Schools to Post Average Teacher and Staff Salaries.

With DEMs

This measure imposes additional, overreaching regulations on charter schools. Oppose is the ACI position based on the cornerstone of Community. Education is fundamental to upward mobility and overall success. This bill is part of a bill package that also requires the Department of Health and Human Services to create "an informational notice in English, Spanish, and Arabic containing information and best practices regarding the storage of firearms." HB 5575Senate 20241x

Making it Easier to Enact Left-Wing Policies by Removing the Individual District Signature Threshold for Citizen-led Initiatives.

With DEMs
This bill modifies the state''s citizen-led constitutional amendment initiative process by eliminating a provision of state law which requires that no more than 15% of the required number of signatures be from the same congressional district. Referendum and initiative processes are nearly always utilized by big-government interests to advance policies that go against the limited government principles of the U.S. Constitution. Oppose is the ACI position based on the cornerstone of Liberty. ACI supports a limited government agenda that cuts unnecessary red tape, fosters competition, drives economic growth, and empowers individuals.
HB 5600Senate 20241x

Expanding Bureaucracy and Spending by Establishing the "Office of Tribal Legislative Liaison".

Against DEMs

With DEMs
This bill establishes the "Michigan Innovation Fund Program" "to provide support in this state for investments" under the "Jobs for Michigan Investment Fund" as well as funds for certain venture funds to provide grants to start-up companies in certain industries. To be eligible for grants, companies must be "engaged in 1 or more competitive edge technologies." Oppose is the ACI position based on the cornerstone of Liberty. Tax breaks and crony programs expand government interference in the private market. ACI opposes cronyism that provides select individuals, businesses or industries with special benefits or carve outs at the expense of the rest of the population.
HB 5826Senate 20241x

Growing Government Central Planning by Forcing Taxpayers to Fund Scholarships for Doulas in Shortage Areas.

Against DEMs
This bill establishes the "Doula Scholarship Program" to provide up to $3,000 for training costs for individuals who agree to work "as a doula in a health professional shortage area . . . orwith a medically underserved population." The free market - not central planning by government bureaucrats - is the best mechanism to determine the need and distribution of doulas across the state. Taxpayers in urban areas should not be forced to subsidize the amenities of individuals who choose to locate in rural or other portions of the state where doulas are not as accessible.

This bill expands the list to include "polling places, drop box locations, or early voting locations that are established by the applicable deadline."

With DEMs
This bill prohibits any person, other than manufacturers, gunsmiths, and importers, from selling or purchasing a firearm or unfinished firearm frame or receiver if it does not have a serial number. This measure has the largest impact on individuals who construct their own home-made firearms and hobbyists who trade parts. This measure imposes unnecessary barriers for lawful individuals wishing to exercise their Second Amendment rights, barriers that do nothing to deter criminals from engaging in unlawful behavior.

Additionally, the bill expands the requirement that, for retail sales, "a person shall display the total price of a consumer item," to also include vending machines, prepared food, live plants, and other items that were previously exempted. SB 1179Senate 20241x

Growing Government Regulatory Power within the Pharmaceutical Industry by Imposing New Regulations on Drug Manufacturers.

Against DEMs
This bill prohibits drug manufacturers and wholesalers from denying or restricting 340b pharmacies (which receive discounted drugs) from acquiring 340b drugs. Under federal law, manufacturers are forced to provide a certain amount of their drugs at below market rates (340b drugs). The bill also requires manufacturers to file annual reports for any prescription drug that costs more than $40 and for which the wholesale cost has increased by more than 15% in the previous year. For these drugs, manufacturers must provide information such as the cost to produce the drug. Oppose is the ACI position based on the cornerstone of Life.

SB 40Senate 20241x

Increasing Business Payroll Tax Rates by Extending Benefits and Increasing Payouts Under the State''s Unemployment Benefit System by Over 69%.

Against DEMs
This bill extends the maximum amount of time an individual may receive unemployment benefits, from 20 to 26 weeks. Additionally, the bill increases the maximum weekly benefit amount annually for 3 years, from $362 to $614 in 2027 (over 69% increase), as well as increases the amount per dependent annually for 3 years, from $6 to $26. Finally, the bill provides for annual increases for inflation. This measure will increase costs for businesses as the amount of unemployment benefits that are paid out across the system impacts the payroll tax rate businesses are assessed. It is not the proper role of government to run an unemployment insurance system, rather this insurance system should be run through the private sector for businesses and employees who wish to enroll. Oppose is the ACI position based on the cornerstone of Community. Growth of the welfare state disincentivizes employment and can lead to intergenerational poverty. ACI supports policies that reduce government dependency and help individuals live happier, healthier, and more fulfilling lives.
SB 401Senate 20241x

Weakening Election Integrity by Imposing Overly Broad Restrictions on Local Government Ordinances Designed to Safeguard Elections.

With DEMs
This bill, the "State Voting Rights Act," prohibits localities from imposing any ordinances that create "A disparity in voter participation, access to voting opportunities, or the equal opportunity or ability to participate in the political process between a protected class and other members of the electorate" or "Based on the totality of the circumstances, an impairment of the equal opportunity or ability of members of a protected class to participate in the political process and nominate or elect candidates of the protected class members'' choice." Under the bill, courts are provided "broad authority to order adequate remedies" and may require localities to obtain "judicial preapproval" through "a court order before enacting any voting-related policy" for up to 10 years. Oppose is the ACI position based on the cornerstone of Liberty. Election integrity is an essential component of democracy under our nation''s constitutional republic. ACI opposes efforts to undermine the election process by weakening protections to prevent voter fraud. ACI strongly supports maintaining strong safeguards against voter fraud to ensure free and fair elections.
SB 447Senate 20241x

Worsening Cronyism Through a Tax Credit for "Sustainable Aviation Fuel" Production and Sales.

With DEMs
This bill creates an income tax credit for "sustainable aviation fuel" equal to $1.50 per gallon. The fuel must be "produced or blended" in the state by the taxpayer and sold for use in the state. The credit "increases by $0.02 for each additional 1% reduction in life-cycle greenhouse gas emissions above 50%" up to a maximum of $2 per gallon. Under the bill, "sustainable aviation fuel" is defined as fuel "derived from biomass, waste streams, renewable or zero emissions energy sources, or gaseous carbon oxides." The fuel must also meet other criteria, such as an international standard.
SB 606Senate 20241x

Expanding Government Overreach and Reducing Accountability by Expanding Authority to Impose Environmental Regulations.

With DEMs
This bill contains several provisions that expand the authority of the Department of Environment, Great Lakes, and Energy to impose new environmental regulations. Most notably, the bill reduces restrictions on the department''s ability to adopt "toxicity values" by replacing a requirement that EPA toxicity values be used with a requirement that the department instead "review and consider using" them. Against DEMs
This bill limits interest rates on payday loans to 36% and provides that any payday loan that violates this limit is "void and uncollectible." Oppose is the ACI position based on the cornerstone of Liberty. Excessive government control stifles innovation, burdens businesses, and restricts individual liberty. Overregulation empowers government bureaucrats at the expense of free enterprise. ACI supports a limited government agenda that cuts unnecessary red tape, fosters competition, drives economic growth, and empowers individuals.
SB 633Senate 20241x

Increasing Government Dependency by Establishing a State Health Insurance Exchange Under Obamacare.

With DEMs
This bill, the "Michigan Health Insurance Exchange Act," establishes a state health insurance exchange to begin offering insurance plans by 2026. Oppose is the ACI position based on the cornerstone of Life.
SB 663Senate 20241x

With DEMs
This bill expands the state''s "Freedom of Information Act" to include the Governor and legislators. Support is the ACI position based on the cornerstone of Liberty. ACI supports a limited government agenda that cuts unnecessary red tape, fosters competition, drives economic growth, and empowers individuals.
SB 707Senate 20241x

Advancing Government Censorship by Imposing a Civil Fine for Election-Related Disinformation.

With DEMs
This bill imposes a civil fine of up to $1,000 for any person "who intentionally and knowingly makes a false statement or misrepresentation" involving certain election-related information, such as voter eligibility qualifications or a person''s voter registration status, "with the intent to impede or prevent another individual from exercising the individual''s right to vote." Additionally, the bill imposes a civil fine of up to $10,000 for an organization that employs a person who makes such a statement, if the person was employed "for an election-related purpose." Oppose is the ACI position based on the cornerstone of Liberty. Freedom of speech is the cornerstone to a thriving democracy. When free speech is restricted, it gives way to censorship and authoritarianism. Free speech means protecting this fundamental right even when we disagree. ACI stands against any suppression of speech under the guise of convenience, political correctness, or content moderation by de facto government censors.
SB 740Senate 20241x

Driving Up Costs and Enriching Unions by Restricting Plumbers to Supervising 2 Apprentices.

The bill provides for a fine of $5,000 for a first violation, $10,000 for a second violation, and suspension of a plumbing contractor''s license for at least 90 days for a third violation.

The bill also establishes a council to provide training and required orientations, and requires that a union representative be allowed to attend each orientation and give a presentation. Oppose is the ACI position based on the cornerstone of Liberty. Excessive government spending and the increasing national debt are a serious threat to America’s stability and is an unjust burden on future generations of Americans. The enormous national debt weakens the US economy and makes the country vulnerable to foreign adversaries such as China, which currently holds significant US debt. ACI strongly supports fiscal responsibility in government spending, reducing the size of the government, and overall spending cuts.
SB 819Senate 20241x

Advancing Division Through an "Obstetric Racism" Study Within the Department of Health and Human Services.

With DEMs
This bill, the "Biased and Unjust Care Reporting Act," requires the Department of Health and Human Services "to identify incidences of obstetric violence and obstetric racism" through reports of "gynecological or perinatal care that does not meet 1 or more" criteria, such as being "provided in a manner that is culturally congruent, unbiased, and just." Oppose is the ACI position based on the cornerstone of Life.

This bill prohibits firearms in the state Capitol Building, House office building, and Senate office building, except for law enforcement officers and security, and lawmakers who have a concealed carry license.
SB 861Senate 20241x

Threatening Public Safety by Establishing "Productivity Credits" to Reduce Prison Sentences.

Against DEMs
This bill allows inmates to receive "productivity credits" which are "deducted from a prisoner''s minimum and maximum sentence to determine" when the individual is eligible for parole or release. Credits may be earned for completing various programs while incarcerated, and can equal up to "20% of the prisoner''s minimum sentence." Oppose is the ACI position based on the cornerstone of Community.
SB 947Senate 20241x

Weakening School Choice by Restricting the Ability of Charter Schools to Lease and Purchase Land and Buildings.

With DEMs
This bill requires that leases and purchases of land and buildings by certain charter schools, such as public school academies, be "equal to or below prevailing market rates." Oppose is the ACI position based on the cornerstone of Community. Education is fundamental to upward mobility and overall success. ACI supports school choice policies (including charter schools, vouchers, education savings accounts, and homeschooling) and that parents should have the right to choose the best educational solution for their children.
SB 955Senate 20241x

Worsening Shortages During an Emergency by Imposing Draconian Prohibitions on Price Gouging Through the "Commodities and Emergency Services and Supplies Pricing Protection Act".

With DEMs
This bill, the "Commodities and Emergency Services and Supplies Pricing Protection Act," prohibits certain price increases by businesses "in any chain of distribution for building materials, consumer food items, goods, services, emergency supplies, or medical supplies" during a declared state of emergency. Under the bill, such businesses are prohibited from charging a price "that is grossly in excess of the price at which similar materials, items, goods, services, or supplies are sold," charging "an excessively increased price," or offering the products or services "at an excessively increased price." The bill defines "Excessively increased price" as an "unjustified disparity" "of more than 20%" before and after the state of emergency declaration that is not attributable to factors such as increased costs or pre-declaration discounts. The bill allows the Attorney General and local prosecutors to bring a class action lawsuit for violations and makes violations by an individual a misdemeanor carrying a sentence of up to 1 year in prison and/or a fine up to $10,000. For companies, the fine may be up to $1 million.

Worsening Shortages During an Emergency by Imposing Draconian Prohibitions on Price Gouging Through the "Energy Pricing Protection Act".

SB 973Senate 20241x

Hiking Health Insurance Premiums by Mandating Insurers that Cover Contraceptives to Provide Coverage for OTC and Emergency Contraception.

With DEMs
This bill requires all health insurance policies offered in the state that cover contraceptives to provide coverage "for over-the-counter contraception and emergency contraception without a prescription" at in-network pharmacies. Oppose is the ACI position based on the cornerstone of Life.
HB 4579Senate 20241x

Hiking Health Insurance Premiums by Mandating Insurers Provide Equal Coverage for Telehealth as Provided for In-Person Services.

Neutral
This bill requires health insurance companies "provide at least the same coverage" for services provided through telehealth as services provided in-person.
SB 205Senate 20241x

Weakening Property Rights and Driving Up Housing Costs by Forcing Landlords to Accept Housing Assistance Vouchers and Other Payments.

Neutral
This bill prohibits landlord discrimination "based on the source of income of an otherwise eligible prospective or current tenant" by a landlord with at least 5 units. As a result, this forces landlords to accept housing assistance and other programs, potentially delaying payments to landlords. Oppose is the ACI position based on the cornerstone of Community. Limited housing supply has driven up the cost of housing in the United States and is impacting people’s ability to achieve the American Dream. ACI supports strengthening private property rights and lowering housing costs by cutting excessive zoning regulations – particularly at the local level – as well as reducing regulatory burdens and promoting innovative technology.
