Placing Taxpayers on the Hook for $700 Million to Build a New Professional Sports Stadium Through the STAR Bond Program.

Against DEMs
This bill is designed to lure the Kansas City Chiefs and/or Kansas City Royals from Missouri to Kansas. The bill authorizes the Kansas Development Finance Authority to issue STAR fund bonds (government debt issuance) for a professional sports complex. While previous STAR bond projects were limited to 50% of costs, this bill allows the bonds to cover up to 70%. Additionally, a project must have a cost of at least $1 billion, placing taxpayers on the hook for up to $700 million or more. Oppose is The Club For Growth Foundation''s position.
HB 2097House 20241x

Enriching Woke Hollywood Producers by Forcing Taxpayers to Subsidize up to $10 Million in Movie and Television Production Costs.

The bill also exempts certain products and services purchased in connection with the production from the state''s sales tax. Additionally, the bill exempts six non-profit theater companies from the state''s sales tax. HB 2098 (Veto Override)House 20241x

Expanding Cronyism by Providing Sales Tax Exemptions to Select Industries and Organizations Which Merely Shifts Burdens onto Other Businesses and Taxpayers.

With DEMs
This motion overrides the Governor''s veto of a bill that contains numerous tax exemptions. The bill exempts equipment and infrastructure for communications services from the state''s sales tax, as well as butchering for personal consumption, and two nonprofit organizations. The bill does allow the sale price of a used vehicle to be deducted from the purchase price of a new vehicle purchased within 120 days for sales tax purposes, and exempts most items for totally disabled or unemployable veterans. While providing tax relief for veterans is noble, all state and local tax codes should be constructed in a broadly applied manner with the lowest rates possible for everyone. The tax cronyism enacted under this measure provides special benefits and advantages to certain industries and individuals, while shifting tax burdens onto other businesses and taxpayers.
HB 2105House 20241x

Protecting Free Speech at Colleges and Universities by Ensuring Students and Staff are Not Forced to Provide Diversity Statements in the Application Process or as a Condition of Employment.

Increasing Government Dependency and Fueling Out-of-Control Spending Through an Over $13.3 Million Additional Appropriation for Medicaid.

Against DEMs
The Miller amendment #2 to the appropriations bill. This amendment shifts funding to provide over $13.3 million for KanCare (Medicaid) non-caseloads in FY 2024, which funds a Medicaid program covering home and community-based services. Oppose is The Club For Growth Foundation''s position.
HB 2273 (Motion to Suspend Rule 2110)House 20241x

Avoiding Fiscal Responsibility by Overriding the "Pay-Go Rule" which Requires Any New Spending to be Offset in Order to Increase Medicaid Spending by Over $13.3 Million.

Against DEMs
The Miller motion to suspend House Rule 2110 to avoid the "pay-go" rule. The "pay-go" requirement ensures that any increased spending in appropriations floor amendments must be offset by cuts elsewhere in the bill. This motion is in response to a procedural ruling that Miller amendment #1 violated this rule. The amendment increases funding for Medicaid Home and Community Based Services by over $13.3 million, with no reduced spending elsewhere. Oppose is The Club For Growth Foundation''s position.

Against DEMs

Additionally, the bill exempts social security benefits from state income taxes, increases the residential property tax exemption from $40,000 to $100,000 of appraised value and increases the personal exemption. The bill also provides an annual cost-of-living adjustment for the standard deduction and the personal exemption. Finally, the bill accelerates the elimination of the current 2% sales tax on food and ingredients (now April 1, 2024 instead of January 1, 2025). Support is The Club For Growth Foundation''s position.

Under the bill, it is a felony to coerce a woman to obtain an abortion when she has previously stated that she does not want to have an abortion. The bill includes a 30-day mandatory minimum sentence, with the minimum increased to 90 days if the coercion is by the father who is 18 or older, and the mother is under 18. Support.

Against DEMs
This bill bans anyone under 18 from using a cell phone while driving. The bill also prohibits all drivers from using a mobile device in a school zone or construction zone when workers are present. The bill contains certain exceptions, such as hands-free devices and for emergencies. Oppose is The Club For Growth Foundation''s position.
HB 2512 (Miller Amd. 2)House 20241x

Weakening Election Integrity by Expanding "Permanent" Absentee Voting to All Voters.

Against DEMs
The Miller amendment #2 to a bill related to advance voting. Support is The Club For Growth Foundation''s position.

Imposing Costly New Permitting and Regulatory Fees on Certain Underground Injection Wells Used for Waste Disposal.

Against DEMs

HB 2551House 20241x

Omnibus Appropriation Act of 2024.

With DEMs
This bill, the "Omnibus Appropriation Act of 2024," brings FY 2024 to over $25.3 billion ($445.5 million less than Governor''s request). Additionally, the bill allows broker-dealers and investment advisers to delay a transaction or disbursement up to 15 business days if financial exploitation is suspected. While noble, instead of imposing additional government mandates, lawmakers should work to reduce regulations and expand competition so the free marketplace can better reward and punish financial companies based on the policies they enact. Oppose is The Club For Growth Foundation''s position.
HB 2588House 20241x

Combatting Local Overregulation by Ensuring Telecommunications Companies Have Access to Public Roads to Install Equipment.

Against DEMs
This motion overrides the Governor''s veto of a bill that improves regulatory oversight by requiring legislative approval if an agency rule or regulation is projected to cost individuals, businesses, and local governments at least $1 million over a 5-year period. This includes costs such as licenses, equipment, and reporting costs. The bill also provides that policies established during an agency administrative process do not have the force of law and do not apply to "future private conduct." Support is The Club For Growth Foundation''s position.
HB 2669House 20241x

Increasing Government Dependency and Infringing Parental Rights by Continuing School-Based Mental Health Services.

Against DEMs
This bill, the "Mental Health Intervention Team Program Act," continues a school-based pilot program in which schools partner with mental health providers to provide behavioral health services to students. Among the requirements in the bill is that providers be available to "support" students 24/7. It is the role of parents - not government employees - to oversee and direct the healthcare of their child. As strong parental rights are a critical element of a free society, Oppose is The Club For Growth Foundation''s position.

The bill also eliminates the expiration of the tax credits and establishes the Kansas Sheltered Workshop Transition Fund to provide matching grants to employers who commit to not paying sub-minimum wage to workers with disabilities.
