This bill slightly reduces mandates on the number of emergency medical technicians or mine emergency technicians that must be employed per shift. Under existing law, at least two emergency technicians were required to be employed on each coal production shift, and one emergency technician was required on each nonproduction shift. Under this bill, emergency technicians are only required on production shifts, and only one is required if the shift includes 10 or fewer miners.

This bill prohibits retaining automated license plate reader data for more than 60 days unless the data is evidence in a criminal or insurance matter or if ordered by a court. The bill also prohibits releasing captured images or data except to law enforcement, the National Insurance Crime Bureau, or in response to a subpoena. Additionally, the bill prohibits placing "an identification device," such as a tracker, on a person without their consent. The bill also prohibits requiring or coercing placement of such a device through threats, intimidation, and other similar actions.

This bill increases the maximum soybean assessment rate from 0.25% to 0.50% per bushel for assessments approved through a referendum. These funds are used by the Kentucky Soybean Promotion Board for industry research and marketing. It is the role of the private sector to voluntarily organize and fund product promotion for an industry, not for big producers to utilize government to financially coerce small producers to fund their activities.

This bill expands the state''s health insurance mandate requiring coverage of colorectal cancer screening. Under the bill, insurance policies may not require prior authorization. Previously, existing law prohibited any deductible or cost-sharing requirement. Additionally, policies are now required to cover prescribed bowel preparation. Each and every health insurance mandate prevents an individual from selecting a plan with just basic or customized coverages to fit their specific needs. As a result, health insurers are forced to only offer costly plans loaded with coverages that most individuals do not need.

This motion overrides the Governor''s veto of a bill that prohibits Medicaid from paying for sex-reassignment procedures or hormones, and nullifies the Governor''s 2014 executive order related to "conversion therapy" for minors. The executive order prohibited the use of public funds for "conversion therapy" for minors and required regulatory agencies to report healthcare providers "for potential disciplinary action" for providing such therapy. This measure ensures taxpayers are not forced to fund sex-reassignment procedures and protects parental rights.

This bill allows local governments to jointly "develop real estate as part of a regional economic development project." Under the bill, these districts may impose an ad valorem property tax of up to $0.10 per $100 of assessed value. Districts also may impose "an occupational license fee" of up to 3% of wages and profits for 20 years. The free-market - not central planning by government bureaucrats - is the best mechanism to ensure resources are invested in the most impactful initiatives that have the greatest returns for the state''s economy.

This bill allows school districts to install cameras on school buses to record "stop arm" violations. Fines for violations are increased to between $500-$1,000 for a first offense (previously $100-$200) and $1,000-$1,500 for a second or subsequent offense within 3 years (previously $300-$500). The bill also prohibits school districts from operating autonomous school buses to transport students. Notably, the images may be used "for the purpose of enforcing stop arm camera violations, traffic violations, and any other incidents captured by the camera monitoring system in the course of normal operation that could result in civil or criminal liability."

Protecting Property Rights by Ensuring Pools at Private Residences are Not Regulated as Public Pools and Restricting Local Regulations on Short-Term Rentals.

Against DEMs
This bill clarifies that pools located at a single-family residence are not considered public pools and are not subject to regulation as such, "regardless of whether the guests gained use of the private single-family residence pool through a sharing platform or pay a fee for its use." The House version of the bill added language restricting localities from regulating short-term rentals. Localities may not restrict such rentals that are offered for less than 30 days per year or if "The restriction is solely based on density." However, for short-term rentals offered for more than 30 days per year, the bill allows localities to require owners to obtain a permit or approval, while restricting the types of regulations a locality may impose.
